A pediatrician, forensic expert, and university professor by profession, he is the head of the Neonatal Department at the Olomouc University Hospital and has also served as a senator since 2016. In 1999, he was one of the founders of the Maličký Foundation, which he has chaired ever since. He is also involved in the non-profit organization Sluňákov—the Center for Ecological Activities of the City of Olomouc—and at the end of 2013, he co-founded the DĚTI NA DLANI Foundation. Thanks to his many years of medical practice, he became chairman of the Committee on Health and Social Policy in the upper chamber of the Czech Parliament. He lives in Olomouc, is married, and has three children.
