David Šimek was born in 1977 in Svitavy. After earning a degree in teaching biology, geography, and geology for secondary schools at the Faculty of Science in Olomouc, he became a teacher at a primary school in Svitavy and later served as the school’s principal. He then completed his studies in school management at the Faculty of Arts of Palacký University in Olomouc. In 2006, he became a member of the Svitavy City Council, and four years later, he was elected mayor. In 2012, he was elected to the Pardubice Regional Council. From 2012 to 2016, he served as chair of the Committee on Regional Development and European Funds, and subsequently became chair of the Committee on Education, Training, and Employment. In 2020, he completed an MBA program focused on public administration. In the Union of Towns and Municipalities of the Czech Republic, he serves as chairman of the Education Committee and as a member of the Regional Development Committee. He is the father of four children.
